<권리장전>

 

1787년에 미국 주의 지도자들이 헌법을 쓰기 시작했다. 

 

헌법은 그 나라의 최고 법규이다.

 

그러나 많은 미국인들은 만족하지 않았다.

 

그들은 중앙정부의 힘을 우려했다.

 

그들은 강력한 정부가 그들의 권리를 빼앗아 갈 수도 있음을 알았다.

 

그래서 그들은 헌법에 수정조항을 덧붙이기를 원했다.

 

이것들이 국민과 각 주들에 특정한 권리를 부여할 것이다.

 

그래서 그들은 헌법에 10개의 수정조항을 적었다.

 

모두 합쳐 그것들을 '권리장전'이라고 불렸다.

 

권리장전은 1791년에 비준되어 법이 되었다.

 

수정조항 제1조는 자유에 관한 것이다. 국민들은 표현, 종교, 출판의 자유와 평화롭게 집회할 수 있는 권리를 가진다.

 

제2조는 국민들에게 총을 가질 권리를 부여한다.

 

제3조는 정부는 국민들의 집에 병사를 둘 수 없다고 말한다.

 

제4조는 국민들을 불법 수색과 체포로부터 보호한다.

 

제5조는 국민들은 같은 범죄로 두 번 재판을 받을 수 없다.

 

제6조는 국민들에게 신속한 재판을 받을 권리를 부여한다.

 

제7조는 국민들에게 배심 재판을 받을 권리를 부여한다.

 

제8조는 국민들을 비싼 보석금으로터 지켜준다.

 

제9조와 제10조는 헌법에 명시되어 있지 않은 모든 권리를 국민과 각 주에 부여함으로써 그들을 보호한다.

<The Bill of Rights>

 

In 1787, the states' leaders of America started to write the Constitution.

 

The Constitution is the supreme law of the land.

 

But many Americans were not satisfied.

 

They were worried about the strength of the national government.

 

They knew a strong government could take away their rights.

 

So they wanted to add some amendments to the Constitution.

 

These would give specific rights to the people and states.

 

So they wrote 10 amendments to the Constitution.

 

Togeter, they were called 'the Bill of Rights'.

 

The Bill of Rights was ractified in 1791 and then became law.

 

The First Amendment is about freedom. People have freedom of speech, religion, and the press and the right to assemble peacefully.

 

The Second Amendment gives people the right to have guns.

 

The Third Amendment says the government cannot put soldiers in people's house.

 

The Fourth Amendment protects people from illegal searches and arrests.

 

The Fifth Amendment says people cannot have a trial twice for the same crime.

 

The Sixth Amendment gives people the right to have speedy trial.

 

The Seventh Amendment gives people the right to a jury trial.

 

The Eighth Amendment protects people from high bail.

 

The Ninth and Tenth amendments protect the people and states by giving them all rights not mentioned in the Constitution.
